satınalma bilgi ve yeterliğini arttırmayı amaçlamakta,
uluslararası proje finansmanlı ihaleler, imtiyaz sözleşmeleri,
yap-işlet-devret v.b. kamu – özel ortaklığı
konularına odaklanmaktadır. Günümüz Türkiye'sindeki Kamu – Özel
Sektör Ortaklıkları ile yapılan kamu harcamaları %4 iken,
birkaç yıl içerisinde bu oran %15’ e yükseltilebilir. Konferansta kamudan ve özel
sektörden; üst düzey kamu görevlileri; valiler, belediye başkanları
ve finansal yöneticiler, kentsel destekçiler; danışmanlar, teknik
müşavirler, denetmenler, ve hukukçular, ekonomistler, teknik uzmanlar,
mali danışmanlar, üst düzey yöneticiler, müteahhitler,
yatırım şirketlerinden yöneticiler, finans kurumlarından
temsilciler, iki ve çok taraflı çok yönlü ve iki yönlü kalkınma

Europe PPP Alliance and the International PPP Platform Turkey introduces the MasterPPPlan
initiative to the Turkish market. Buzdağının
görünen yüzüne benzetebileceğimiz bu başlangıç
konferansı, günden güne daha geniş işlere uzanacaktır. Ağımız,
Türkiye’nin Avrupa Birliği uyum sürecini çabuklaştırması
açısından, yeterlilik merkezlerinin biçimlenmesini kapsayacak
şekilde hem kamuya hem de özel sektöre destek sağlamak ve
bilinçlendirmek amacı ile önümüzdeki aylarda ve yıllarda düzenli

MasterPPPlan Turkey 2008 Conference Ankara, March 2008 - The conference
“MasterPPPlan Turkey 2008” in Ankara on the 10.06.2008 presents new
approaches to Regional Infrastructure Development with EU wide, transparent
Procurement of concessions and PPPs in the Framework of EU Enlargement.
Key questions answered are: ·
How can Turkey profit best from European Procurement
Law? ·
How can the PPP approach accelerate and improve
infrastructure and regional development? ·
What are additional requirements for PPPs? Question added after
postponing the conference to the 10.06.2008: ·
What are typical bottlnecks in different fields:
Energy, Transport, Health, and Environment? ·
What can we learn from these bottlenecks by
comparing and solving them? The conference aims at increasing public and
private procurement know-how and competence in communities through centres of
competence. We focus on procurement via international project finance,
concession contracts and BOT, BOOT, BO, DBO etc. (=PPP Public Private
Partnerships). Currently 4 % of public spending in Turkey is via PPP which
can grow in a few years to 15 %. Attendees will be from public and
private sectors: senior civil servants; Governors, Mayors, and chief
financial officers; representatives of associations, municipalities, urban
utilities; advisors, consultants, auditors and lawyers; economists,
technicians, financial advisors; senior executives and top decision-makers,
contractors; executives from investment firms; representatives of finance
institutions; senior managers from multilateral and bilateral development
institutions; etc. During the last years Turkey has adopted much of the
European legislation and is about to completely implement and practice this
in a few years. C.R.E.A.M. is a Think Tank and Learning Organization
to promote and assist in PPP and concession type projects in all
infrastructure areas. The knowledge network consists of national Public
Private Partnership associations and the acronym stands for COMMUNITY,
REALIZATION, EUROPEAN, AID, MASTERPLAN. This first joint conference on 10.06.2008 from CREAM Europe PPP Alliance and the International PPP Platform Turkey introduces the MasterPPPlan initiative to the
Turkish market. The new PPP association will regularly organize conferences
and many seminars in the next months and years to raise awareness and to
provide support both to public and private sector including formation of

Presse Notiz (DE)Ankara, März 2008 - Die Konferenz "MasterPPPlan Türkei 2008" in Ankara am 10.06.2008 präsentiert neue Ansätze für regionale Infrastruktur-Entwicklung mit EU-weiter, transparenter Beschaffung von Konzessionen und Öffentlich-Private Partnerschaften im Rahmen der EU-Erweiterung. Schwerpunktthemen der Konferenz: · Wie kann die Türkei am besten vom europäischen Vergaberecht profitieren? · Wie kann der PPP-Ansatz Infrastruktur und regionale Entwicklung beschleunigen und verbessern? · Was sind zusätzliche Anforderungen für Öffentlich-Private Partnerschaften? Fragen, die nach der Verschiebung auf
den 10.06.2008 dazu kamen, sind: · Was sind typische Engpässe in verschiedenen Feldern: Energie, Transport, Gesundheit und Umwelt? · Was können wir aus diesen Engpässen durch Vergleichen lernen und dann lösen? In den letzten Jahren hat die Türkei ein Großteil der europäischen Gesetzgebung adoptiert und wird in wenigen Jahren die Gesetze vollständig in die Praxis umgesetzt haben. Die Konferenz zielt auf die Steigerung von Know-how und Kompetenz in der öffentlichen und privaten Beschaffung der Gemeinden durch Kompetenzzentren. Die Konferenzteilnehmer kommen aus dem öffentlichen und privaten Sektor: leitende Beamte, Gouverneure, Bürgermeister, und Leitende Angestellte der Finanzabteilungen, Vertreter von Verbänden, Gemeinden, städtische Versorgungsunternehmen, sowie Berater, Wirtschaftsprüfer und Rechtsanwälte, Ökonome, Techniker, Finanzberater, Führungskräfte und Top - Entscheidungsträger, Auftragnehmer; Führungskräfte von Wertpapierfirmen, die Vertreter von Finanzinstituten; Top- Manager aus der Entwicklung der bilateralen und multilateralen Institutionen, etc. C.R.E.A.M. ist ein Think Tank und eine Lernende Organisation zur Förderung und Unterstützung von Konzessionen und PPP-Projekte in allen Bereichen der öffentlichen Infrastruktur. Das Wissens-Netzwerk besteht aus nationalen PPP-Verbänden (für Public Private Partnership). Die Abkürzung steht für COMMUNITY, REALIZATION, EUROPEAN, AID, MASTERPLAN (Gemeinschaft, Realisierung, europäisch, Hilf, Masterplan). CREAM konzentriert sich in der Beschaffung auf internationale Projektfinanzierung, Konzessionsverträgen und BOT, BOOT, BO, DBB etc. (= PPP Public Private Partnerships). Derzeit fließen 4% der öffentlichen Ausgaben in der Türkei in PPP Projekte. Dieser Anteil kann durch die Arbeit von CREAM schneller in wenigen Jahren auf 15% wachsen. Die erste Konferenz von CREAM Europe PPP Alliance und der Internationalen PPP Plattform für die Türkei am 10.06.2008 führt die MasterPPPlan Initiative in den türkischen Markt ein. Der neue PPP-Verband wird in den nächsten Monaten und Jahren zur Sensibilisierung und Unterstützung regelmäßig für den öffentlichen und privaten Sektor Konferenzen und Seminare organisieren. Diese dienen der Bildung von Kompetenzzentren im öffentlichen und privaten Sektor und zur Erleichterung von Partnerschaften zwischen der Türkei und der EU. públicas y privadas know-how y competencia en las comunidades a través de los
centros de competencia. Nos centramos en las adquisiciones a través de la
financiación de proyectos internacionales, los contratos de concesión y BOT,
BOOT, BO, etc DBO (= PPP sectores público y privado). Actualmente el 4% de
los gastos públicos en Turquía es mediante PPP, que puede crecer en unos años
al 15%. Los participantes serán de los sectores público y privado: los altos
funcionarios, gobernadores, alcaldes, funcionarios y directores financieros;
representantes de las asociaciones, municipios, empresas de servicios
públicos urbanos; asesores, consultores, auditores y abogados, economistas,
técnicos, asesores financieros, altos ejecutivos y personas que toman de
decisiones, contratistas, ejecutivos de las empresas de inversión;
representantes de las instituciones de financiación; altos directivos de
desarrollo multilaterales y bilaterales, instituciones, etc. En los últimos años Turquía ha adoptado gran parte de la legislación
Europea y está a punto de aplicar completamente esta práctica en unos pocos
años. C.R.E.A.M. Es un grupo de reflexión para promover y ayudar en PPP y el
tipo de proyectos de concesión de infraestructura en todos los ámbitos.

savoir-faire et les compétences dans les collectivités du public et des
marchés privés via des centres de compétences. Nous nous concentrons sur les
marchés internationaux par le biais du financement de projets, les contrats
de concession et de BOT, BOOT, BO, etc. DBO (= PPP partenariats
public-privé). Actuellement, 4% des dépenses publiques en Turquie se font via
PPP, or ces dernières peuvent se développer en quelques années et atteindre
15%. Les participants seront issus des secteurs public et privé: les hauts
fonctionnaires, gouverneurs, maires et directeurs financiers. Seront
également présents, représentants d'associations, municipalités, services
publics urbains, conseillers, consultants, vérificateurs et avocats ainsi que
des économistes, des techniciens, des conseillers financiers, des cadres
supérieurs, de hauts décideurs, des entrepreneurs, des cadres d'entreprises
d'investissement, des représentants des institutions financières, des cadres
supérieurs des institutions multilatérales et bilatérales de développement,
etc. Au cours des dernières années, la Turquie a adopté une grande partie de
la législation européenne et s'apprête à procéder une implémentation et une
mise en œuvre de cette dernière dans quelques années. C.R.E.A.M. est une organisation « Think Tank » and
« Learning Organisation » ayant pour de promouvoir et d'aider
à l'APB et de la concession de type projets dans l'infrastructures de tous
les domaines. Le réseau de connaissance est constitué des associations de
partenariat public-privé national.
L’acronyme signifie COMMUNITY, REALIZATION, EUROPEAN,
AID, MASTERPLAN. Cette première conférence prévue le 10.06.2008 de CREAM Europe PPP Alliance et International PPP Platform Turkey introduit l’initiative MasterPPPlan initiative pour le marché turc. La nouvelle
association aura PPP organisent régulièrement des conférences et de nombreux
séminaires dans les prochains mois et années de manière à sensibiliser le
public et de fournir un appui aux secteurs public et privé, incluant la
