INSTITUTIONAL BUILDING This
programme is established for Bulgaria, Czech Republic, Estonia, Hungary,
Latvia, Lithuania, Poland, Romania, Slovak Republic and Slovenia. It aims to complement
the principal Phare instrument for Institution Building, the Twinning of
Administrations, in order to increase administrative and national reform
capacities of CCs so that they are better able to implement the acquis
communautaire, manage funds and absorb Commission support. The Programme will

purpose of this project is to establish an institutional framework with
necessary administrative capacity to be able to effectively co-ordinate and

project will aim at achieving complete conformity with EU requirements in the
setting up of the administrative body to which the Slovenian Government has
entrusted responsibilities in relation to payment and financial control for the
future implementation of the Structural and Cohesion funds. The short-term EU experts (six
experts, each specialised in particular measure, i.e. Cohesion Fund, ERDF, ESF,
EAGG, FIFG and one IT expert) should have the relevant experience and
