Dieser Entwurf der Kommission stellt einen Finanzierungsvorschlag zur Bekämpfung solcher Betrügereien, die sich gegen die Interessen der EG richten. Das Programm gilt für Bulgarien, Tschechische Republik, Estland, Ungarn, Lettland, Litauen, Polen, Rumänien, Slowakischen Republik und Slowenien. INSTITUTIONAL BUILDING This programme is established for Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic and Slovenia. It aims to complement the principal Phare instrument for Institution Building, the Twinning of Administrations, in order to increase administrative and national reform capacities of CCs so that they are better able to implement the acquis communautaire, manage funds and absorb Commission support. AGRICULTURE The project purpose is to set up the control system and the system of reporting to fulfil requirements for EAGGF (European Agricultural Guidance and Guarantee Fund) Guarantee section accreditation, according to CMO regulation, 386/90 regulation and regulation 4045/89 (with the exception of on spot control of direct payments – a part of AIC system).  Budget: 0,3 Mio €.  30 p. 691.                   Slovenia – New Org Struct of Slovenian Railway System

TRANSPORT Drafting of National Railway Rules and Regulations in the frame of the new Slovenian Railway Transport Act and Law on railway safety for adoption and enforcement. For this project the help of three experts will be required: Class 1 experts (Project leader and Short Term Expert - Assistant to PAA), Class 2 senior expert (Pre-Accession Adviser) - PAA will be a long-term advisor for maximum 12 calendar months. INSTITUTIONAL BUILDING  The project will aim at achieving complete conformity with EU requirements in the setting up of the administrative body to which the Slovenian Government has entrusted responsibilities in relation to payment and financial control for the future implementation of the Structural and Cohesion funds. The short-term EU experts (six experts, each specialised in particular measure, i.e. Cohesion Fund, ERDF, ESF, EAGG, FIFG and one IT expert) should have the relevant experience and competence to match the project components in the field of the operation of the Paying Authority covering inter alia internal financial control and internal audit under the Structural and Cohesion Funds.  Budget 0,53 Mio €.  14 pages (Word).

INSTITUTIONAL BUILDING  The project purpose is to develop the capacity of the Court to carry out en effective audit of the final beneficiaries of Slovenian and EU public expenditure, specifically as regards State Aid and grants and subsidies to individuals. The PreAccession Adviser, supported by short-term experts, will undertake the development of audit guides and programmes relating to grants and subsidies, the development of training programmes and assist with the strategic planning of the audits of the local government, grants and subsidies and results based budgets.  Budget: 0,5 Mio €.  14 pages (Word).

TA  The execution of an ex ante evaluation of the Single Programming Document (SPD) of Slovenia in conformity with the rules of the relevant EU Structural Funds regulations constitutes a key element for the understanding of the strategy and the allocation of the financial resources.
