1. OECD: Don't blame globalisation for job situation

With its annual employment outlook, the OECD continued calls to action for its 30 member states to reform their labour markets and boost innovation to withstand competition from emerging economies.

2. Poland becomes to Ukraine what Germany is to Poland

The governments of Poland and the Ukraine have signed an agreement on legalising most of the Ukrainian seasonal workers that migrate into Poland every year.

3. Palestina: World Bank, Economic Program Start 17.8.2005

An aid package was endorsed Friday by the G8 summit. The envoy, James
Wolfensohn, said he would present the plan to the international community
in September. The money -- up to $3 billion a year -- would start flowing
in about six months, after Israel has completed its withdrawal ....

 

Palestinian officials said they have put together a list of 26 economic
projects, including job creation, rebuilding the Gaza infrastructure and
improving crucial crossing points between Israel and Gaza. .....

 

Wolfensohn hopes to build on encouraging
Arab states and private investors to put money into the Palestinian
economy. The Palestinian Authority is seeking a chief executive officer
for a new $100 Mio. private investment fund for projects in Gaza.
Palestinian economists also hope the economy will be able to tap into $60
billion of private capital held by Palestinians abroad.

4. Türkei, BMWA: Twinningprojekt Investitionsbedingungen gestartet

Die offizielle Eröffnungsveranstaltung für das von der EU finanzierte Twinning-Projekt zwischen dem Bundesministerium für Wirtschaft und Arbeit (BMWA) und dem türkischen Staatssekretariat für Schatzwesen (Hazine) zur Verbesserung der Investitionsbedingungen in der Türkei fand am 28.6.05 in Ankara statt. In Anwesenheit von Vertretern der türkischen Regierung und Wirtschaft sowie Repräsentanten des BMWA hob der türkische Staatssekretär für Schatzwesen, Ibrahim H. Canakci, die bereits erzielten Erfolge der türkischen Wirtschaftspolitik der letzten Jahre hervor. Er wies in diesem Zusammenhang auf die Fortschritte beim Abbau der bürokratischen Behinderungen hin. Dank der verbesserten rechtlichen Rahmenbedingungen durch das Mitte 2003 in Kraft getretene neue Gesetz Nr. 4875 für ausländische Direktinvestitionen seien diese von 1,7 Mrd. $ im Jahre 2003 auf 2,6 Mrd. $ im Jahre 2004 gestiegen. Für den Zeitraum 2005 - 07 erwarte die türkische Regierung im Durchschnitt jährlich mindestens 5,0 Mrd. $ ausländische Direktinvestitionen. Die Zahl der Unternehmen mit ausländischer Kapitalbeteiligung in der Türkei habe - so Canakci - von 6.378 Mitte 2003 auf 10.692 Mitte 2005 deutlich zugenommen.

Der Botschafter der Bundesrepublik Deutschland in der Türkei, Dr. Wolf-Ruthart Born, unterstrich die Bedeutung .

5. Kassel: Deut.-russ.Strateg.Arbeitsgruppe

MEDIA@Komm-Region Nürnberg übernimmt Vorreiterrolle bei der deutsch-russischen Kooperation im IT-Bereich

Am Dienstag trifft sich in Kassel die hochrangige deutsch-russische Strategische Arbeitsgruppe (SAG) zu ihrer 19. Sitzung. Die beiden Ko-Vorsitzenden der SAG, der Staatssekretär im Bundeswirtschaftsministerium Dr. Bernd Pfaffenbach und der stellvertretende russische Wirtschaftsminister Andrej Scharonov hoben in einem Pressegespräch die Bedeutung der im Jahr 2000 durch Bundeskanzler Schröder und Präsident Putin eingerichteten Arbeitsgruppe hervor.

Es habe sich zum zentralen Steuerungsgremium für die deutsch-russischen Wirtschafts- und Finanzbeziehungen entwickelt. Die SAG erfülle effektiv die Funktion der Schnittstelle zwischen Politik und Wirtschaft. Sie trage damit wesentlich dazu bei, dass konkrete Kooperationen in wichtigen Bereichen beider Volkswirtschaften wie Luft-/Raumfahrt, Informations- und Kommunikationstechnologie, Energiewirtschaft, Automobilbau etc. vorangebracht werden. Die aktuell angestrebte Zusammenarbeit der Regionen Nürnberg und Moskau im Bereich eGovernment könne als Beleg für diese Aussagen gewertet werden, so Staatssekretär Pfaffenbach in Kassel.

6. Africa, World Bank: $25 bn does not end poverty, but starts ending it

So is the G8 glass half empty or half full for Africa? The most
interesting argy-bargy at Gleneagles Friday was not between the
politicians and the activists but among the campaigners themselves, with a
massive fault line opening up between the pop stars and the rest, writes
Paul Vallely of The Independent (UK, 07/09).

Frankfurter Allgemeine Zeitung (Germany, 07/11) writes the promise that
the heads of state delivered Friday is remarkable. Within five years,
global development assistance will rise from $68 billion to almost $120
billion. But the check has also one blemish: it is not covered....

 

Neue Zürcher Zeitung (Switzerland, 09/07) finally comments that between
1995 and 2003 the share of FDI of GDP was at an average at barely 2,7
percent in Sub-Saharan Africa, according to World Bank calculations. In
contrast, public funds were at 9,5 percent of GDP. The daily writes that
if assistance to African governments is however so much more important
than direct investments, then nobody should be surprised if recipient
countries try to attract development aid instead of foreign investors. As
long as a country remains poor, it can count on assistance. Poverty is
thus profitable to Africa's controlling elites. Africa doesn't need more
aid, but honest governments. But integrity cannot be bought by development
aid. The African problem of corruption and embezzlement can only be solved
by Africans themselves, the daily writes.

7. African Development Indicators 2005

This volume provides detailed data on Africa, with more than 500 macroeconomic, sectoral and social indicators from over 50 African countries during 1965-2003. It looks at data from a variety of perspectives, including national accounts, prices and exchange rates, money and banking, debt and related flows, government finance, agriculture, power, communications and social indicators. Each chapter contains an introduction on the nature of the data and their limitations, followed by a set of statistical tables, charts and technical notes that define the indicators and identify their sources. Included are tables on HIV/AIDS, communications and transportation, and the HIPC Debt Initiative. more

8. WB & UN Develop.Business Monthly Operational Summary

The Monthly Operational Summary (MOS) reports on the status of projects while they are in the World Bank's lending pipeline. Projects appear in the MOS from the point they are identifed up to the signing of the loan or credit agreement. After loans or credits are signed, entries for projects are dropped from the MOS.

9. MALI - Approved:

Agricultural Competitiveness and Diversification Project - US$46.4 Mio. to enhance competitive, broadly based growth in the rural sector and increase agricultural productivity and production in a sustainable manner. The project also aims to foster improvements in the performances of supply chains for a range of agricultural, livestock, fishery and gathering products, for which Mali has a strong comparative advantage. Through targeted investments, it will reinforce the competitiveness of agricultural products, both traditional products such as cotton and rice and non-traditional ones, such as fruits, horticulture products, oil seeds, Arabic gum and cashews. more

EAST ASIA AND THE PACIFIC: New Zealand + Tonga

10. Bank, New Zealand Boost Education in Tonga

The government of Tonga and the Bank signed an agreement for a US$4.82 Mio. program to help improve the quality of schooling in the Pacific Island nation. The project is financed by US$3.82 Mio. in grants from the New Zealand Agency for International Development, managed by the Bank through a trust fund, and US$1 Mio. in interest-free loans from the International Development Association, the concessional lending arm of the Bank.  more

11. Package of Loans for Ukraine

At the core of Bank assistance to Ukraine is support for key policy and institutional reforms. This assistance will be channeled through a series of Development Policy Loans, the first of which was approved for US$251 million. The Ukrainian government has an ambitious agenda designed to boost the country's economic and social development, and enhance its role in the global economy. The Bank support program seeks to integrate government and donor activities under three broad themes to improve public governance -- investment climate, public administration and public finance management, and social inclusion. 12. New School Brings Life to Remote Village in Bulgaria

The village of Liaskovetz in southern Bulgaria looks abandoned, with greenhouses that were looted after collective farms were disbanded in the early 1990s, a dilapidated school and streets that are often silent as villagers are off minding sheep or tending to small plots of land. But in a daycare center known as "Little Firefly," 22 children aged 3 to 6 play and dance in bright rooms, with central heating and running water. The center is the culmination of efforts by an energetic mayor who enlisted the help of Bulgaria's Social Investment Fund rather than wait for other agencies of government to meet the needs of the village. The Fund, supported by a $50 Mio. Bank loan to the Bulgarian government, represents a faster and more efficient way of targeting poverty.  more

Rural Enterprise and Small-Scale Commercial Agriculture Development Project - US$20 Mio. to assist the government in supporting development of Armenia's small- and medium-scale rural businesses by improving the ability of farmers and rural entrepreneurs to access markets, and by stimulating market-oriented private and public investments in rural areas. more

14. CROATIA - Science and Technology Project - US$40 Mio.

to help improve competitiveness of Croatian industry vis-à-vis domestic and foreign markets by upgrading knowledge platforms in the country. The project would increase productivity and the technological base, and strengthen linkages among research and development institutions to improve scientific productivity and technological capabilities of firms as an important step for Croatia's future accession to the European Union.  more , Press release

15. RUSSIAN FEDERATION - Cadastre Development Project - US$100 Mio.

to improve the information flow and rationalize normative and operational procedures for the Unified State Cadastre of Immovable Property. The aim is to facilitate development of real property markets, improve the quality of services provided by the offices of the Cadastre Agency, and strengthen linkages with other organizations. The main components are Institutional Development of the Real Estate Cadastre, Cadastre System Interrelations, Real Estate Taxation Development, and Project Monitoring and Management. more

16. UKRAINE -First Development Policy Loan - US$251.26 Mio.

to focus on key policy and institutional reforms. This is the first in a planned annual series of three loans designed to help the government translate its objectives into a sequenced and prioritized program of actions. to reduce transport costs in financial, travel time and environmental dimensions, and to increase transport efficiency;  improve the coordination in the areas of public-sector land use, transport planning, infrastructure investment, traffic management and bus franchising. The project will also address urban poverty through improving access to jobs and economic opportunities, and enhancing social inclusion through improved access to schools, health facilities and wider social interaction. more

to provide technical assistance in order to develop and improve modeling tools; to analyze, evaluate and assess specific aspects of the urban transport system; to carry out training, and to design other support instruments, strategies, guidelines and measures.  more

20. GUATEMALA - First Broad-Based Growth Dev. Policy Loan - US$100 Mio.

to promote economic growth, a key ingredient to reducing poverty. The loan will help the government of Guatemala promote growth and improve the investment climate, enhance fiscal space for priority investments in the social sectors and infrastructure, and support transparency and public-sector modernization. The loan is the first of an expected programmatic package of three development loans this year. more  Press release

21. HONDURAS - Rural Infrastructure Project - US$47 Mio.

to provide rural communities with access to improved infrastructure services  -- roads, water and sanitation, and electricity -- on a sustainable basis. The project will be implemented at the local level, working directly with the association of municipalities (mancomunidades), in support of the government's decentralization objective. In the process, the project will enhance the capacity of both local and central institutions to manage rural infrastructure. more

22. HONDURAS - Barrio Ciudad Project - US$15 Mio.

to improve the quality of life for the urban poor in Honduras and enable their municipal governments to continue such improvements through capacity-building and improved access to credit. The project will finance urban services and infrastructure in intermediate- to large-size cities, poverty-targeted urban neighborhood upgrading and development, municipal government strengthening, and schemes to prevent urban crime and violence. more Press release on Honduras projects

MIDDLE EAST AND NORTH AFRICA: Dead Sea, Morocco

23. Study Launched to Save the Dead Sea

Delegations from Jordan, Israel and the Palestinian Authority met in Paris with donor representatives from Europe, Japan and the United States to mobilize resources for addressing the declining level of the Dead Sea, currently falling at a rate of approximately one meter per year. The meeting, hosted by the Bank, examined the Feasibility Study and Environmental and Social Assessment for the Red Sea–Dead Sea Water Conveyance Study, which will investigate the feasibility of transferring water from the Red Sea to moderate decline of the Dead Sea.  more

26. Opening - Procurement Specialist

This Washington-based position supports the Africa region in technical areas of procurement, including specific support to Francophone countries. The successful candidate will act as the recognized authority on operational procurement, advising senior management and procurement staff on strategy and long-range interventions on procurement policy/systemic issues and related operational issues across sectors/sub-sectors.
