UN-Generalsekretär
Annan hat die USA davor gewarnt, mit ihrer Politik der Auftragsvergabe für den
Wiederaufbau Iraks Konflikte zu schüren. Die US-Armee verzögert das
Vergabe-Verfahren.
Der
Beschluss der USA, Deutschland und andere Staaten wegen ihrer ablehnenden
Haltung zum Irak-Krieg von milliardenschweren Wiederaufbau-Aufträgen
auszuschließen, ist von den Vereinten Nationen scharf kritisiert worden. Es sei
die Aufgabe aller Staaten, für die Stabilität in Irak zu sorgen, sagte
UN-Generalsekretär Kofi Annan. Eine chaotischen Lage in dem Zweistromland müsse
verhindert werden. Deshalb sollten Maßnahmen und Entscheidungen, die Streit
hervorrufen könnten, vermieden werden, betonte Annan.
Annan bestätigte zugleich einen Bericht, wonach eine schnelle Rückkehr der Uno nach Irak derzeit nicht geplant ist. Sobald die Sicherheitslage es erlaube, werde das UN-Personal wieder zurückkehren, sagte Annan. Die Uno werde sich jedoch von Nachbarländern aus an Einsätzen in Irak beteiligen.

BERLIN, Germany (CNN) -- A decision by the
U.S. to bar some of its major trading partners from bidding for Iraqi
reconstruction contracts has been greeted around the world with amazement.
Countries that did not back the U.S.-led coalition
that toppled Saddam Hussein will not be eligible to compete for $18.6 billion
worth of contracts, U.S. Deputy Defense Secretary Paul Wolfowitz said.

The restriction on who is eligible to bid on
these prime contracts applies only to direct U.S. assistance, Boucher said.
For example, the restriction does not apply to
the trusts created by the international community at the Madrid donor's
conference in October.
The United States has been urging countries to
take part in the reconstruction of Iraq, either with money or troops. Boucher
said the decision to award prime contracts should not dissuade countries from
joining the reconstruction effort.

LONDON, England (CNN) -- Analysts have said it could cost anything from
$84 billion to nearly $500 billion to rebuild Iraq, a country battered by two
wars in two decades and 12 years of United Nations sanctions.
One economist from America's Yale University
predicted rebuilding Iraq could cost up to $1.6 trillion over 10 years.

If you want to make comparisons, so far the cost
of rebuilding Afghanistan has topped $900 million.
After World War II -- the Marshall Plan -- a
model for economic re-build -- cost more than $13 billion over four years, and
that was back in 1948.
The bill for reconstruction and redevelopment
will include:
• The cost of
aid to friends and allies in the region -- Turkey, Jordan, and Israel -- expect
to cost $6 billion to $10 billion.
• Humanitarian
assistance -- food and medical supplies -- expected to cost $1 billion to $10
billion.
• Governance
assistance -- paying Iraqi civil service and police salaries -- $5 billion to
$10 billion.
• Reconstruction
and recovery is expected to cost between $10 to $105 billion dollars, depending
upon the amount of destruction and the detail of rebuilding.
• Debt relief
is expected to cost between $62 and $361 billion dollars. (More on debt)
